EXECUTIVE RECOMMENDATION: Approved by Ken Klein 11/16/22

PURPOSE: Approval of this Right-of-Way (ROW) plan will allow the ROW acquisition phase for the Swamp Creek Bridge 503 Replacement project.

BACKGROUND: The project replaces the existing 41-foot long two-lane two-span bridge that carries Locust Way over Swamp Creek with a 70-foot two-lane single span structure with sidewalks and bike lanes. Construction of the project will require ROW acquisition from two (2) parcels and temporary easements from six (6) parcels. The Right-of-Way phase is scheduled to begin in late 2022. Estimates for ROW acquisition are based upon the Right of Way Funding estimate provided by Engineering Services. The ROW phase of the project is funded with Federal Highway Administration funds with a 20% local match. The project is in Council District #4. Collaboration with local tribes has been initiated and is ongoing. LDA Noticing was posted on July 18, 2021. SEPA DNS issued on September 14, 2022. SEPA public comment period closed on October 10, 2022. Approval of this ROW Plan in 2022 will positively impact the department's ability to effectively execute the plan.
