PURPOSE: To approve of and authorize the County Treasurer to execute on behalf of the County Treasurer's Deed No. 5571 to transfer title of Tax Parcel No. 28040900100100 to the City of Mukilteo; and authorize the Property Officer to sign any and all other documents necessary to effectuate the transfer of the Property to the City of Mukilteo.

BACKGROUND: Snohomish County became the fee title owner of real property identified by Assessor Tax Parcel No. 28040900100100, consisting of approximately 0.78 acres in the shape of a fifty (50) foot wide strip of wooded land ("the Property") in 1975 as the result of a tax foreclosure. The area surrounding the Property was annexed into the City of Mukilteo in 1980 at which time Right Of Way for roadways and public works projects were transferred to the City as an operation of law. Transfer of the fee ownerhsip to the Property was not transferred to the City of Mukilteo as an operation of law upon annexation of the surrounding area and requires a deed transfer. The Property contains a stormwater outfall which requires periodic maintenance and the area surrounding the Property is serviced by the City's public works department. On September 19, 2022 by Resolution No. 2022-013 the City of Mukilteo agreed to purchase the Property from the County for $1,821.66 which is an amount sufficient to cover the delinquent taxes owing to the County Treasurer associated with the Property. RCW 36.35.150 allows the County Council to sell tax title properties for public purposes and this sale would meet a public purpose.
