PURPOSE: Approval of the 2022 Surface Water Management Annual Construction Plan (SWM ACP) allocates expenses and revenues for capital improvement projects in 2022.
BACKGROUND: The 2022 SWM ACP establishes the work priorities for Surface Water Management capital projects in 2022. The 2022 Surface Water Management budget, which is adopted by ordinance, controls the expenses in the 2022 SWM ACP. The 2022 SWM ACP total is consistent with the countywide 2022 - 2027 Capital Improvement Plan (CIP) for Surface Water Management and the 2022 - 2027 Snohomish County Capital Improvement Plan. The 2022 SWM ACP includes general drainage capital improvement projects, failing infrastructure projects, fish passage culvert projects, culvert replacement projects, water quality LID improvements, stormwater retrofit projects, river and habitat projects, and master drainage/basin planning.

DEPARTMENT FISCAL IMPACT NOTES: Adoption of the 2022 SWM ACP does not appropriate funds. Council adoption of the 2022 Surface Water Management budget appropriates expenses and revenues for the 2022 SWM ACP. The 2022 SWM ACP provides additional details to augment the 2022 Surface Water Management budget.
