PURPOSE: Approval of Amendment No. 2 for Professional Services with Northwest Helicopter, LLC

BACKGROUND: The Snohomish County Sheriff's Office utilizes helicopters as part of its search and rescue and law enforcement services. Helicopter maintenance, repair and inspections are required as part of normal operations and as required by the Federal Aviation Administration. NW Helicopter was the successful bidder on RFP 20-004BC to provide such services and a professional services agreement was issued under ECAF 2023-0824. The Sheriff's Office wishes to provide funding for the current agreement and future allowable extensions and as well as extend the term for 1 year.

DEPARTMENT FISCAL IMPACT NOTES: Funding sources: Funds allocated in 2022 from the sale of the Cathcart Property (Facilities Capital) and additional funding from a UASI Grant through the Dept of Emergency Mgmt. as well as remaining ARPA funding. These various funding sources are currently estimated at $500,000. Future funding is expected through UASI or other grant opportunities. The remaining funds for ongoing repair & maintenance have been budgeted in our 2025/2026 budget (general fund and helicopter fund) and will be requested in our 2027/2028 budget.
