PURPOSE: Approval of Amendment No. 3 for Professional Services with Northwest Helicopters, LLC.
BACKGROUND: The Snohomish County Sheriff’s Office utilizes helicopters as part of its search and rescue and law enforcement services. Helicopter maintenance, repair and inspections are required as part of normal operations and as required by the Federal Aviation Administration. NW Helicopter was the successful bidder on RFP 20-004BC to provide such services and a professional services agreement was issued under ECAF 2023-0824. The Sheriff’s Office wishes to provide funding for the current agreement and extend services for the final allowable extension until March 31, 2028.

DEPARTMENT FISCAL IMPACT NOTES: Funding sources: Funds allocated in 2022 from the sale of the Cathcart Property (Facilities Capital) and additional funding from UASI grants through the Dept of Emergency Management as well as ARPA funding have funded this agreement. Future funding is expected through UASI and other grant opportunities. The remaining funds for ongoing repair and maintenance have been budged in our 2025/2026 budget (general fund and helicopter fund) and was requested in our 2027/2028 department budget.
