PURPOSE: Approve motion amending the 2019 Annual Action Plan to add COVID-19 Community Development Block Grant (CDBG-CV3) Funding.

 

BACKGROUND: Expedited handling is requested because the CDBG-CV3 funds must be under contract with the U.S. Department of Housing and Urban Development by August 16, 2021.   

The Snohomish County Consortium (Consortium) is a partnership between Snohomish County and the cities and towns in the county for the receipt of federal entitlement funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs.  Investment of the funds is guided by the Consolidated Plan which contains five-year goals to help address local priority housing and community development needs that primarily benefit low- and moderate-income persons and neighborhoods in our county.  An Annual Action Plan is developed each year for use of the funds.

The Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law 116-136) made available $5 billion in supplemental CDBG funds nationally (CDBG-CV) to prevent, prepare for, and respond to the Coronavirus. In the third phase of supplemental CDBG funding (CDBG-CV3), the U.S. Department of Housing and Urban Development (HUD) allocated $3,095,878 in CDBG-CV3 funds to the Consortium.  CDBG-CV3 grant funds are required to be added to the County’s 2019 Annual Action Plan through the same process used for the Consortiums’ entitlement funds by way of our Citizen Participation Plan and substantial amendment process, in accordance with our existing requirements and the flexibilities and waivers provided in the CARES Act.  

Public Review and Comment  On Thursday, October 8, 2020, the PAB approved the distribution of CDBG-CV3 funds and the competitive funding application process for public facilities and infrastructure projects.  The distribution of CDBG-CV3 includes 40% for public services, 20% for economic development, 20% for public facilities and infrastructure,  and 20% for administrative costs.  The CDBG-CV3 substantial amendment is available for a five-day public review and comment period through July 23, 2021.  A summary of any comments received will be provided to the County Council for consideration prior to approval of the amendment. 

CDBG-CV3 Proposed Allocations   A total of $3,095,878 in CDBG-CV3 funds is proposed to be allocated to the following projects and programs:  

                     1.  Public Services: A total of $1,238,351 in CDBG-CV3 funds will be used for the “Employment Support Services Program.”  In response to the pandemic, the program will provide outreach and individualized employment services to engage, connect and support individuals and families who are experiencing housing instability or homelessness to obtain and maintain employment stability. At least 51% of the those served with the funds will be low- and moderate-income, who reside in Snohomish County, outside the cities of Everett and Marysville.    Six agencies will receive CDBG-CV3 funds to carry out an Employment Support Services Program, as described in Motion Attachments A through F. 

                     2.  Economic Development: A total of $619,176 will be used to provide grants to small businesses (microenterprises of five or fewer employees, including the owner(s)) to establish, stabilize, or expand new or existing microenterprises through the Workforce Snohomish - Snohomish County Small Business Relief, Recovery, and Resiliency Program, utilizing the following priorities:   Geographic diversity consistent with the five Snohomish County Council Districts;  Ethnic diversity consistent with the diversity of eligible applications; and Allocate funds to council district applications based on percentage of total funds requested within districts and apply to the amount of CDBG-CV3 funds available. If funds are remaining in any district allocation, then reproportion to remaining applications not funded. 

                     3.  Public Facilities and Infrastructure:  A total of $619,176 will be used to fund public facilities and infrastructure projects that are carried out to prevent, prepare for, and respond to the Coronavirus.  Specific projects will be determined.  A Notice of Funding Availability will be published inviting applications for public facility and infrastructure projects.  Types of eligible projects include: 
                          *Infrastructure: Acquisition, construction, rehabilitation, or installation of public facilities and improvements such as: sewer projects, flood drainage facilities, solid waste disposal facilities, neighborhood parks, recreation, open space, streets, sidewalks and walkways, and removal of architectural barriers.
                          *Public Facilities: Acquisition, construction or rehabilitation of community facilities, such as food banks, senior centers, community centers.  

                     4.  Administration Costs: A total of $619,175 will be used by Snohomish County, the grant recipient and lead agency of the Snohomish County Consortium, to undertake required CDBG-CV3 grant planning and administration activities.
