Executive/Council Action Form (ECAF)
ITEM TITLE:
Title
Motion 24-101, approving agreement for transfer of Police Dog Cash
body
DEPARTMENT: Sheriff’s Office
ORIGINATOR: Pauline Sanders
EXECUTIVE RECOMMENDATION: Ken Klein 2/23/24
PURPOSE: Transfer of Sheriff’s Office SRDTF Police Service Dog-Cash
BACKGROUND: Snohomish County Sheriff’s Office Regional Drug Task purchased K9 Cash as a police service dog trained in police canine money detection procedures and tactics, including but not limited to sniffing of inanimate objects with an aggressive response by scratching aggressively on the object. K9 Cash has not benefitted the Snohomish Regional Drug Task Force mission. Snohomish County Sheriff’s Office Regional Drug Task agreed to hold K9 Cash until there could be a transfer to another agency. Washington State Department of Corrections expressed interest in K-9 Cash for their corrections department. Since K-9 Cash is considered personal property of the County, and there is no provision in the County Code that allows the sale or transfer of personal property to an outside agency, this agreement provides for liability protection for the County after the transfer. This agreement must be approved by Council. No funds are being exchanged in this transfer
