PURPOSE: Approval of Agreement CC01-24 Spill Response at Public Works Managed and Operated Facilities between Snohomish County and Graymar Environmental Services, Inc. will allow Public Works to access emergency and route spill response services.

BACKGROUND: Snohomish County Public works manages 1650 miles of public road right-of way and over a dozen buildings that may accumulate contaminants and are vulnerable to minor spills, illegal dumping, and less frequent large spill events. Public works also operates solid waste facilities, maintains storage areas, and is custodian of various vacant properties on which hazardous materials can be dumped or mismanaged and/or spills can happen. This agreement will allow quick, effective, and efficient management of spills, illegally dumped materials, and larger spill events. Through a Request for Proposals (RFP) Public Works (PW) solicited the services of a contractor to assist with Spill Response at Public Works Managed and Operated Facilities. Graymar Environmental Services, Inc. was one of two firms responding to RFP-23-057 and was selected through established Federal, State and County policies and practices. A Professional Services Agreement between Snohomish County and Graymar Environmental Services, Inc. was negotiated. The total budget for this ECAF is $150,000.
