PURPOSE: Authorizing the County Executive to sign the January 1, 2022 through December 31, 2024 Collective Bargaining Agreement between Snohomish County, Washington and the Snohomish County Corrections Guild.

BACKGROUND: This is a three (3) year agreement with the Snohomish County Corrections Guild, effective January 1, 2022 through December 31, 2024. The agreement includes an increase of vacation leave maximum accrual and accrued leave payout from 240 hours to 320 hours, addition of Juneteenth (June 19th) as a paid legal holiday, modifies the disciplinary and investigative language relating to the employee's personnel file to be consistent with recently modified state law, includes a parking rates negotiation waiver, and some other administrative updates. Appendix A provides for a 8% increase in wages effective January 1, 2022, 6% increase in wages effective January 1, 2023, and 4% increase in wages effective January 1, 2024. Finally, Appendix A provides for a change to percentages for shift differential for swing and graveyard shifts, and a new employer-matched deferred compensation of $.50 for every dollar contributed by the employee up to 1% of the employee's monthly base wage rate. This agreement supersedes the agreement that expired December 31, 2021 and covers approximately 170 employees.
