PURPOSE: To authorize the Snohomish County Airport Director to proceed with negotiations for the property acquisition of the Washington Air National Guard Base property at Paine Field.

• The Washington Air National Guard Base property at Paine Field, Everett, Washington, is owned by the United States Air Force and consists of three parcels of real property, improvements, and easements, and is approximately 14.23 acres; and
• The Secretary of the Air Force may convey, via land conveyance legislation as part of the National Defense Authorization Act, to Snohomish County for the Airport at Paine Field (Airport) all right, title, and interest of the United States in the property for the Airport’s development of the parcels and buildings for economic purposes upon fair market value consideration and other terms; and
• The Airport desires to acquire said property for development and economic purposes; and
• The Airport, Air Force and Washington Air National Guard will negotiate appropriate terms for the acquisition authorized by the land conveyance legislation; and
• It is in the best interest of the Airport and County to continue negotiations for the acquisition of the Washington Air National Guard Base property at Paine Field for fair market value and other appropriate terms.
• It is recommended that the Snohomish County Council authorizes the Snohomish County Airport Director to proceed with negotiations for the property acquisition of the Washington Air National Guard Base property at Paine Field.
