PURPOSE: Approval of this Right-of-Way (ROW) plan will allow the ROW acquisition phase for the Alderwood Mall Parkway: SR 525 to 168 St SW project

BACKGROUND: The Alderwood Mall Parkway: SR 525 to 168 St SW project is listed as item E.60 in the 2023 Annual Construction Program. The County proposes to widen Alderwood Mall Parkway to a five-lane roadway with dedicated bike lanes and sidewalks to improve traffic flow, safety, accessibility, and will promote multi-modal mobility throughout the corridor. The project improvement will include construction of new stormwater flow control and water quality treatment facilities and will replace existing culverts for Box Spring Creek and two unnamed tributaries to Swamp Creek with fish-passable culverts. Property from ten (10) parcels is to be acquired for this project. The Right-of-Way acquisition process is scheduled to occur in 2023 and 2024. The project is in Council District #3 and funding has been secured through a $2.58 million Federal Highway Administration grant and a $3 million loan from the Washington State Public Works Board. The project was presented at Snohomish County Public Works Lynnwood area open house on Oct. 12, 2022.
