PURPOSE: Approve the 2023 Annual Action Plan in order to receive annual CDBG, HOME, and ESG grant funds.

 

BACKGROUND: Deadline Request:  The 2023 Annual Action Plan is due to HUD by May 15, 2023.  Processing is respectfully requested for approval of the Plan by May 12, 2023, to meet this deadline.   

Public Review and Comment: A draft of the 2023 Annual Action Plan is currently available for public review and comment through April 24, 2023.  A summary of any additional comments received, and the final 2023 Annual Action Plan will be provided to the County Council for consideration prior to approval of the Plan. 

The attached motion requests approval of the Snohomish County Urban County Consortium (Consortium) 2023 Annual Action Plan for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs.  Snohomish County is the lead agency for the Consortium and the Plan is required in order to receive the grant funds from the U.S. Department of Housing and Urban Development (HUD).  The 2023 program year will run from July 1, 2023, through June 30, 2024. 

The CDBG, HOME, and ESG grants are included in the 2023 Human Services Department Grant Work Plan approved via Motion 22-417. Snohomish County, operating in consortium with the cities and towns within the County, qualifies as an urban county entitlement jurisdiction to receive federal funds annually from HUD under the CDBG, HOME, and ESG programs.  As lead agency of the Consortium, federal regulations require the County to develop and submit a 2023 Annual Action Plan to HUD to receive 2023 grant funds under these programs. 

The Consortium’s CDBG, HOME, and ESG funds may be used to support affordable housing, public facility, infrastructure, and service projects that principally benefit low- and moderate-income residents and neighborhoods in the county. The 2023 Annual Action Plan includes descriptions and awards for the proposed projects and for County grant administrative costs.  It also provides additional information on the grant funds and other planned actions to address community needs. 

As required, the proposed projects are consistent with the five-year goals set forth in the Consortium’s 2020-2024 Consolidated Plan approved via Motion 20-234.  The projects were recommended for funding on March 10, 2023, by the Consortium’s Policy Advisory Board, which provides input on use of these funds. 

In addition, pursuant to an interlocal agreement, a portion of the HOME funds each year are set-aside for affordable housing projects selected by the City of Everett (Everett), with final approval, as required, by the County.  Everett has selected two proposed projects for these funds which will benefit residents within Everett and Everett’s Urban Growth Area.  The projects are included in the draft plan and Everett is undertaking its final citizen participation and city approval processes.  Everett will provide the necessary information on its final processes before County Council approval of the final Plan. 

2023 Estimated Funds Available and Proposed Allocations 

A total of $6,299,894 in estimated funding under the Consortium’s CDBG, HOME, and ESG programs is available for allocation to 2023 activities.  This amount includes:
                     $3,232,483 in 2023 CDBG Grant Funds,
                     $45,000 in 2023 Estimated CDBG Program Income,
                     $2,227,987 in 2023 HOME Grant Funds,
                     $287,439 in 2022 HOME Program Income,
                     $230,870 in 2022 Reprogramed HOME Funds, and
                     $276,115 in 2023 ESG Grant Funds.                      

In accordance with the 2020-2024 Consolidated Plan, the proposed allocation of these funds is as follows:
                     $3,492,575 for Affordable Housing Projects & Programs,
                     $1,166,339 for Public Facility & Infrastructure Projects,
                     $489,372 for Homeless, Special Needs, and Fair Housing Service Projects,
                     $255,407 for Homeless Shelter, Rapid Rehousing, and Homeless Management Information System, and
                     $896,201 for Grant Planning & Administration                      
A list of proposed projects is located on page 61 of the 2023 Annual Action Plan and project descriptions are located on pages 64 to 87.
