PURPOSE: Request Council approval for electronic submission of amendment application to the Department of Health and Human Services/Administration for Children and Families/Office of Head Start (DHHS/ACF/OHS) for Cost-of-Living (COLA) and Quality Improvement (QI) funding. Application due 4.21.23.

BACKGROUND: NSC EHS is applying to DHHS/ACF/OHS for a 5.6 percent or $74,600 COLA and $34,576 in Quality Improvement (QI) funds to the 2023 grant award. The Consolidated Appropriations Act of 2023 contains an increase of approximately $596 million for cost-of-living-adjustment (COLA) and $262 million for Quality Improvement (QI) funds. The COLA increase supports staff salaries and fringe benefits and offsets higher operating costs. COLA funds are effective at the start of the FY 2023 budget period and are retroactive if this period has already begun. QI funds are allocated proportionately based on federal funding enrollment with additional consideration given to small grantees to allow for meaningful investments, as permitted by the Act. To receive the COLA and QI funds, NSC EHS must submit an application, including budget narrative and detail.

The original 2023 grant award was for the first half of 2023 and was in the amount of $680,022. Amendment(1) for the second half ($680,021) brought the total award to $1,360,043. Upon Notice of Award, COLA-QI funding will be recorded as Amendment(2) and will increase the award by $109,176 for a new total of $1,469,219.
