PURPOSE: Approve a motion to amend the 2021 Annual Action Plan

 

BACKGROUND:  Deadline Request:  The 2021 Annual Action Plan Substantial Amendment which includes a proposed HOME-ARP Allocation Plan, is due to HUD by March 31, 2023.  Processing is respectfully requested for approval of the substantial amendment by March 29, 2023, to meet this deadline.   

Public Review and Comment: 
A draft 2021 Annual Action Plan Substantial Amendment is currently available for public review and comment through March 8, 2023.  A summary of any additional comments received, and the final 2021 Annual Action Plan Substantial Amendment will be provided to the County Council for consideration prior to approval. 

The HOME-ARP grant funds are included in the 2021 Human Services Department Grant Work Plan approved via Motion 21-362. 

The attached motion requests approval of the Snohomish County Urban County Consortium (Consortium) 2021 Substantial Amendment which includes a HOME-ARP Allocation Plan for the HOME Investment Partnerships Program - American Rescue Plan (HOME-ARP). 

Snohomish County is the representative member of the Snohomish County Urban County Consortium for purposes of application, receipt, and administration of federal grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) programs.   

On March 11, 2021, President Biden signed into law the American Rescue Plan (ARP), which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, State and local governments, individuals, and businesses. 

To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in ARP funds to be administered through HOME-ARP to perform activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or other vulnerable populations.   

The ARP authorized the Department of Housing and Urban Development (HUD) to allocate HOME-ARP funds to jurisdictions and Snohomish County Consortium received an allocation of $7,295,083; 

HUD provided the HOME-ARP Grant Agreement in advance to allow jurisdictions to begin planning for the use of HOME-ARP funds and to access 5 percent of the HOME-ARP grant for eligible program administration and planning activities.  The Agreement was signed by the Executive on October 7, 2021.  The remaining grant funds will not be available until HUD reviews and accepts the Consortium’s HOME-ARP Allocation Plan.     

Snohomish County has prepared a substantial amendment to the 2021 Annual Action Plan that contains a proposed HOME-ARP Allocation Plan and proposes to use $6,200,821 in HOME-ARP funds to provide funding for enhanced services at non-congregate or other shelters that bridge people moving into housing, and $1,094,262 for planning and administrative costs. 

This substantial amendment underwent a required 10-day comment period with the Consortium’s Housing and Community Development Policy Advisory Board (PAB) which closed on February 21, 2023, and a required 15-day public comment period which will close on March 8, 2023.  No comments were received from the PAB. 

The HOME-ARP program will run from September 9, 2021, through September 30, 2030.
