PURPOSE: to provide funds to Darrington School District as a subrecipient under the Health Resources Services Administration (HRSA) Rural Communities Opioid Response Program (RCORP) to support prevention or treatment for substance use disorders.

 

BACKGROUND: In June 2019, the Health District (District) was chosen as a recipient of the HRSA RCORP grant which is now in its third year of the implementation phase. The project specifically serves the two federally qualifying rural census tracts in Snohomish County (Exhibit A to the ECAF). On January 1, 2023, the Snohomish Health District was integrated into Snohomish County and as part of that integration, the HRSA grant was also assigned to the County. The Health Department, along with a consortium of community partners, is working towards the implementation of strategies that increases access to prevention, treatment, and recovery services and support for individuals with opioid-use disorder and their families. This subrecipient agreement (Exhibit A to the Ordinance) would allow the Darrington School District to hire a behavioral health specialist term-limited position and provide training for staff on evidence-based strategies to help with children’s self-regulation and reinforce pro-social behavior.
