PURPOSE: Approval of Agreement CCF01-23 will allow Snohomish County Public Works to utilize KPFF, Inc. to provide the design services necessary to complete the Red Bridge #537 Preventative Maintenance project.

BACKGROUND: The Department of Public Works (PW) has received federal bridge program funding to complete a preventative maintenance project on Red Bridge #537. The 209-foot-long three span bridge was built in 1954. Red Bridge provides the only year-round access to properties on the Mountain Loop Highway east of the bridge and serves as an important resource for recreational visitors to the Mount Baker-Snoqualmie National Forest with an ADT of 942 for 2022. The Engineering Services division of PW does not currently have the staff capacity to complete Design Services for this project. Through a Request for Qualifications (RFQ) PW has solicited the services of a consultant to assist the County with this project. KPFF, Inc. was the only consulting firm responding to RFQ-22-010TB and was selected through established Federal, State and County policies and practices. This agreement will include structural engineering, technical reports, permitting support, inspection and evaluation, preparation of bidding documents, design related construction support, bridge inspection and load rating services. A Professional Services Agreement between Snohomish County and KPFF, Inc. was negotiated. The total budget for this ECAF is $280,440.22, which includes the agreement amount of $254,945.66 and an additional 10% contingency amount of $25,494.56, for allowable unforeseen costs.
