PURPOSE: Authorize the County Executive to sign FEMA Letter of Map Revision document #MT-2 Form 1 to request revision of a FEMA Flood Insurance Rate Map for Union Slough in the Snohomish River estuary.

 

BACKGROUND: The County is required to submit a Letter of Map Revision (LOMR) for the Smith Island Estuary Restoration Project to FEMA. NThe Project is within the 100-year floodplain in between Union Slough and the Snohomish River. The project area is regulated as Density Fringe per Snohomish County Code Chapter 30.65. Development in the density fringe is managed to a 1-foot cumulative rise standard (SCC 30.65.240). The project improvements required a localized revision to the 100-year floodplain base flood elevations. The modeling results show small increases in maximum water surface elevations under project conditions with a local increase of 1.04 feet at the location of the East Tidal Channel outlet near the north end of Smith Island.
