PURPOSE: The purpose of this emergency appropriation is to provide additional expenditure authority within Human Services Fund 124 for costs related to rental assistance in 2022.

BACKGROUND: Snohomish County was awarded federal Treasury Rental Assistance Program funds (referred to as T-RAP) funding, from the Washington State Department of Commerce. These funds were intended to protect public health by preventing evictions during the Covid public health emergency. This award was partially included in the 2022 budget. However, the actual expenditures incurred were much higher than was anticipated when the 2022 budget was developed; thus, an additional emergency appropriation authority in the amount of $15,000,000 is needed. All $15,000,000 was subcontracted to a local nonprofit to provide eligible activities to the target population. This additional budget provides sufficient authority to close out the 2022 Human Services Pass-thought grants budget.

DEPARTMENT FISCAL IMPACT NOTES: This Supplemental Appropriation request is fully supported by federal grant funding received indirectly through the Washington State Department of Commerce; therefore, there is no additional impact to County General Revenues as a result of this action.
