PURPOSE: Council to execute the 2023 LIHEAP-EAP Infrastructure Investment & Jobs Act (IIJA) Contract #23-3260I-081
BACKGROUND: The 2023 Low-Income Home Energy Assistance Program (LIHEAP-EAP) is funded by the United States Department of Health and Human Services (HHS) through the Washington State Department of Commerce (Commerce). The program funds are designed to reduce the burden of rising home energy costs by providing assistance with a portion of a low-income household's heating bill. The contract is for heating bill assistance which will serve approximately 4,200 low-income households.
The LIHEAP-EAP Infrastructure Investment & Jobs Act (IIJA) contract is for $220,648.00 for the period of October 1, 2022, through September 30, 2024. Expedited processing is requested to meet the 1/31/2023 deadline to return the signed contract to Commerce.
According to SCC 3.04.140(8), council must approve the contract since it is not in the Grant Work Plan.
