PURPOSE: The purpose of this ECAF is for authorization and execution of Amendment 1 to to the Software License and Services Agreement between Snohomish County and CorEMR, L.C. to increase the monthly service fee.

BACKGROUND: In 2014, the County acquired and entered into a Master Agreement for an electronic medical records system for the jail, and discontinued the use of hand written medical records. CorEMR is an electronic medical records system that automates functions to standardize and store care documentation, improve the accuracy of records, and reduce liability for the jail. The software interface allows jail personnel to consume data related to bookings, release, and housing changes. Housing changes in the jail environment are critical for the efficient, accurate, and timely distribution of medications. The Master Agreement includes an initial term of five (5) years from the date of Acceptance of the System, then it is automatically renewed for successive one (1) year terms unless written notice of termination is provided to the other party at least ninety (90) days prior to the applicable term. The monthly service fee stated in the Master Agreement was of $2.00 per inmate, per month based on the then inmate count of 990. CorEMR, L.C. has not increased their monthly service fee charged to the County since 2014, and the annual average number of inmates housed by Snohomish County has decreased significantly while CorEMR, L.C.'s operating costs have increased significantly since the Master Agreement was executed in 2014.
