PURPOSE: The purpose of this ECAF is for authorization and execution of Amendment 2 to the Agreement between Rave Wireless and Snohomish County to add additional 10DLC numbers and SMS message capacity.
BACKGROUND: The County published RFP 11-19SB to solicit proposals for a new system that will integrate with Sno911 and Smart911 systems, is usable “out of the box” with minimal configuration and offers 24 hour a day, 7 days a week support. Rave Wireless was selected by the Snohomish County evaluation committee as submitting the highest-ranking proposal to provide a new notification system and a five-year Agreement was executed 2/12/2020 by Motion number 20-030. Rave has advised the County that carriers will begin requiring that the County sends operational, non-emergency text messages from sender identifiable ten-digit long code (10DLC) numbers, unique to the County. The Agreement currently includes one (1) 10DLC number and 50,000 SMS messages annually, and the County needs to add three (3) 10DLC numbers and an additional 150,000 SMS messages annually to meet the capacity for three (3) additional 10DLC numbers. Approval of this Amendment 2 will allow Snohomish County to the necessary 10DLC numbers and include capacity for additional SMS messages expected to be generated by the new numbers.
