PURPOSE: Enter into an MOU with the other One WA Opioid Settlement Counties and Cities - these same Counties also participate in the NSBH-ASO.

BACKGROUND: On 9/7/2022, Snohomish County Council authorized the County Executive to join in the State of Washington's settlement with McKesson Corp., Cardinal Health Inc., and AmerisourgeBergen Drug Corp as a participating local government pursuant to the One WA MOU. Snohomish County is also a participant in the Allocation Agreement as are the other four counties who participate in the joint-county NSBH-ASO. All five counties and the other participating cities within those counties desire to enter into a MOU with NSBH-ASO for the administrative work associated with Opioid Settlement dollars. The MOU: Creates a special sub-committee North Sound Opioid Abatement Council for the purposes of overseeing the use of opioid funds allocated. The new council will have one participant per county and one per city; Indicates that jurisdictions retain full control over the direction and use of their funds for approved purposes and allows not more than 10% for administrative costs to the NSBH-ASO; and The NSBH-ASO is responsible for the following: Monitor distribution of Opioid Funds to programs and services within the North Sound regional service area for Approved Purposes. Developing and maintaining a centralized public dashboard or other repository for the publication of expenditure data for expenditures of Opioid Funds by the Participating Local Governments, which it shall update at least annually.
