PURPOSE: The Department of Emergency Management requests Council consider approving proposed Ordinance which would approve and authorize a supplemental appropriation to provide expenditure authority for COVID-19 Antigen Test Kit reimbursement.
BACKGROUND: This Ordinance under ECAF 2022-1176 is a companion to ECAF 2022-1186 for the grant agreement. The County purchased COVID-19 Antigen Test Kits using ARPA funding. It was found that we could apply for FEMA funds to cover this cost. The proposed ordinance will allow the County to sign an agreement with Washington State Military Department and FEMA for the reimbursement of the COVID-19 Antigen Test Kit expenses. These funds were not anticipated when Council adopted the 2022 budget.
