PURPOSE: Approval of the Interlocal Agreement between Snohomish County and Public Utility District No. 1 of Snohomish County concerning utility construction associated with the Granite Falls Bridge 102 Replacement project.

BACKGROUND: The Granite Falls Bridge 102 Replacement project is listed as item F.39 in the 2022 Annual Construction Program. The County intends to replace Granite Falls Bridge #102 that carries the Mountain Loop Highway over the South Fork of the Stillaguamish River. PUD has an 8-inch water main within the public road right-of-way and supported by Granite Falls Bridge #102. PUD holds a franchise for occupancy of public road rights-of-way and is required, as a condition of its franchise and state law, to relocate its facilities at its own expense to accommodate public road improvements. PUD has requested the County to include water line relocation construction and associated utility work in the project vicinity into the County's construction contract. All costs associated with the utility work will be paid by PUD. RCW 39.34, the Interlocal Cooperation Act, authorizes governmental cooperation between public entities to provide services and facilities in a manner that will best serve the needs of local communities. The project is in County Council District 1.
