PURPOSE: Council approval of the surplus declaration of a portion of North Mountain Road to Washington State Department of Natural Resources, authorize the Property Officer of the Department of Facilities and Fleet to execute, on behalf of the County, a Quitclaim Deed and take all steps that are necessary to consummate the transfer on behalf of Snohomish County.
BACKGROUND: On November 12, 1999 the Washington State Department of Natural Resources ("WDNR") transferred 82.92 acres to Snohomish County by deed transfer, referenced as the Darrington Reconveyance. The Darrington Reconveyance acreage has been managed by Snohomish County Parks Department and is commonly known as Whitehorse Park (the "Park"). A forest road named North Mountain Road provides access from SR 530 to the entrance to the Park and also constitutes the southern and western boundary of the Park. Included in the deed transfer was half of North Mountain Road from SR 530 to and beyond the Park entrance and continuing to the northern boundary of the Park. Beyond the entrance to the Park, North Mountain Road primarily serves state and federal forest lands to the north and requires periodic maintenance. WDNR has agreed to undertake the maintenance of North Mountain Road beyond the entrance to Whitehorse Park. The Director of the Department of Conservation and Natural Resources (DCNR) and the Property Officer recommend the surplus and transfer of this portion of North Mountain Road to WDNR.
