PURPOSE: To authorize the County Executive to sign the 2019-2022 Snohomish County On-Call Consultant Services Task Assignment No. 3b (Agreement Number OCC19-3-1(D)) with Berk Consulting, Inc. (Berk). Task Assignment No. 3b is necessary to allow a more robust consideration of an urban open space standard to retain open space, tree canopy, and provide recreation to county residents in urban areas. This could serve as a potential mitigation measure to the impacts associated with forecasted growth.
BACKGROUND: Snohomish County has a 2019-2022 On-Call Consultant Services Agreement with Berk Consulting, Inc. (Berk) that was executed on December 24, 2018, (Agreement Number OCC19-3-1(D)) and includes 3 Task Assignments. Task Assignment No. 3 was approved by the Snohomish County Council and signed by the County Executive through Motion 21-278 on August 25, 2021. Task No. 3 authorizes Berk to work as the SEPA consultant for the 2024 Comprehensive Plan Update and generate a Draft Environmental Impact Statement (DEIS). An amendment to the scope and budget of Task No. 3 (titled Task No. 3a) was approved by the Council through Motion 22-284 on July 13, 2022, to include review of the final Docket XXI applications, the Council-Initiated Amendments, and additional quantitative transportation data analysis. Snohomish County PDS is now requesting an amendment to the scope and budget of Task No. 3 (titled Task No. 3b). Task Assignment No. 3b is necessary to allow for a deeper level of analysis of environmental impacts and mitigation measures related to the provision of parks and recreation services.
