PURPOSE: Approval and execution of the Interlocal Agreement between Snohomish County and the Alderwood Water and Wastewater District for Utility Construction associated with the Locust Way - Logan Road Intersection Improvement project which will allow the County to perform services on behalf of Alderwood Water and Wastewater District.

 

BACKGROUND: The Department of Public Works (PW) intends to improve the intersection of Locust Way - Logan Road  located east of the Brier city limits, in unincorporated Snohomish County. The County is the lead agency for the road project. AWWD holds a franchise for occupancy of public road rights-of-way and is required, as a condition of its franchise and state law, to relocate its facilities at its own expense to accommodate public road improvements. AWWD has requested the County incorporate construction and relocation of water lines and associated utility work in the project vicinity into the County’s construction contract.  All costs associated with the utility work will be paid by AWWD. RCW 39.34, the Interlocal Cooperation Act, authorizes governmental cooperation between public entities to provide services and facilities in a manner that will best serve the needs of local communities.
