PURPOSE: To obtain the Council's approval of and the Executive's signature for Amendment 3 to a Contract for Software Services with TouchPhrase Development LLC (d/b/a Julota) for the LEAD Program, and Amendment 2 to a Contract regarding the Statement of Work for Evergreen Recovery Centers for the LEAD Program.
BACKGROUND: The PAO successfully launched the LEAD (Law Enforcement Assisted Diversion) Program in 2020 in the County. An important tool in the implementation of LEAD is the use of a software platform, Julota, that enables the various partners (law enforcement, social service providers, and program staff) in the program to communicate with a confidential common platform that facilitates the provision of services to LEAD participants. The use of Julota is specifically required in the PAO's grant from the Washington State Health Care Authority which has provided grant funding for the LEAD Program since its beginning. Amendment 3 adjusts the term of the current contract with Julota and authorizes payment for the continuation of software services for the next year. The associated amendment with Evergreen Recovery Centers, Amendment 2, regards only adjustments to the term of the Statement of Work for ERC and adjustments to the fee schedule language.
