PURPOSE: To obtain the Council’s approval of and the Executive’s signature on the 3rd amendment to an Agreement for Professional Services with the Public Defenders Association for the continued implementation of the LEAD and RNP Programs.

 

BACKGROUND: The Prosecuting Attorney’s Office (PAO) received a $1.685 million grant in June of 2020 from the Washington State Health Care Authority (HCA) to launch a Law Enforcement Assisted Diversion program (LEAD), and a subsequent grant of $1.612 million, to support the program through June 2023.  In addition, the PAO received a $512,455 grant in 2022 from the North Sound Behavioral Health Organization - Administrative Services to establish a Recovery Navigator Program (RNP) in Snohomish County that works in conjunction with LEAD. The PAO passes through all of these grant funds to the Evergreen Recovery Centers which provides case management services to LEAD and RNP participants, and to the Public Defenders Association (PDA) which provides administrative support to the LEAD and RNP Programs.  This 3rd amendment to the PDA agreement modifies the existing contract by (1) expanding administrative services to include compensation for the RNP Coordinator; (2) offering limited financial assistance for immediate needs of RNP participants; (3) extending the term of the agreement to June 30, 2023; and (4) limiting grant funds to $250,000 annually.
