PURPOSE: Approval of Agreement CCF01-22 will allow Snohomish County Public Works to utilize Confluence Environmental Company to provide Permitting Services necessary to complete the Goodman Creek Culvert Replacement

BACKGROUND: The Department of Public Works (PW) intends to replace the Goodman Creek Culvert with a new bridge which carries Mountain Loop Highway over Goodman Creek, located approximately seven miles South of Darrington. The existing culvert is a 12' diameter corrugated metal pipe. The culvert and supported roadway was damaged in a federally declared weather emergency of February 2020. This project will be funded in part with FHWA Emergency Relief funds and FHWA Federal Land Access Program. This agreement will include all of the planning, permitting and stream habitat design from the 60% design level to final permit submittals. The Transportation and Environmental Services division of PW does not currently have the staff capacity to complete Permitting Services for this project. Through a Request for Qualifications (RFQ) PW has solicited the services of a consultant to assist the County with this project. Confluence Environmental Company was one of four consulting firms responding to RFQ-22-003SB and was selected through established Federal, State and County policies and practices. A Professional Services Agreement between Snohomish County and Confluence Environmental Company was negotiated.
