PURPOSE: Approval of a Purchase and Sale Agreement for the Acquisition of Real Property in South County for Human Services Projects

BACKGROUND: The Human Services Department contracts with a number of agencies to provide emergency shelter, bridge housing and wrap around services and has been leasing or paying the nightly rate at various local hotels within Snohomish County for many years. Snohomish County has secured CLFR (Coronavirus Local Fiscal Recovery) grant funds under the federal ARPA (American Rescue Plan Act) which may be used for the purchase of real property. Significant long term cost savings may be realized by owning a hotel property, while also providing other intangible benefits, versus leasing or paying nightly rates. Seller owns a 54 (# of rooms) hotel, located in a convenient location for these human services needs. The Human Services Department has been working in close collaboration with partners regarding the proposed acquisition and change of use for this hotel property. The sale of the property from the sellers is strictly voluntary and the transfer will be by statutory warranty deed. The Human Services Department and the Department of Facilities and Fleet, Property Management Division recommend the purchase of this property.
