PURPOSE: Authorize the Executive signature on HUD CoC Grant Agreement for New Project

 

BACKGROUND: On November 12, 2021, Snohomish County submitted project applications for the Fiscal Year (FY) 2021 Continuum of Care (CoC) Program competition to the U.S. Department of Housing and Urban Development (HUD).  On March 14, 2022, HUD announced the awards, and Snohomish County, which was designated as a Unified Funding Agency (UFA) in the FY2021 funding process, was awarded twenty-six (26) projects in total, including twenty-three (23) renewal projects, two (2) YHDP (Youth Homeless Demonstration Program) replacement projects, and one (1) new project.  HUD is offering the county a stand-alone grant agreement for the new project. 

The new CoC Grant Agreement totals $237,622 for the period of July 1, 2022, through June 30, 2023.  The grant funds will be subcontracted with the YWCA, a nonprofit agency, to operate a rapid rehousing project with seven (7) scattered-site rental units throughout Snohomish County for homeless individuals and families.  The YWCA will provide tenant-based rental assistance, case management, and other supportive services to assist participants in achieving housing stability. 

This agreement for a new CoC project was not included in the 2022 Human Services Department Grant Work Plan (GWP) and requires Council approval. 

Expedited approval is requested due to the HUD deadline and to ensure timely implementation of the new project which has a July 1, 2022, performance start date.

DEPARTMENT FISCAL IMPACT NOTES:  The County will subcontract all the grant funds to the subrecipient.  The County will provide $62,904 in Ending Homeless Program recording fee revenues to the subrecipient through a subcontract to meet the required match for this project.  There is no impact to the County General Revenues as a result of this action.
