PURPOSE: Council approval for the County Executive to execute the State/Federal Agreement with Washington State Department of Social and Health Services, Aging and Long Term Care Administration. 

 

BACKGROUND: Expedited processing is requested. The State/Federal agreement was included in the GWP, but the County received more funds than anticipated. LTCA would like to ensure that long term care client services are not interrupted or delayed. 

The State/Federal Agreement #2269-43432 is for the funding period of July 1, 2022 - June 30, 2023.  The maximum agreement amount is $14,989,966.00. The State/Federal agreement provides funding for the provision of services, either directly or through administrative oversight, of the Snohomish County Long Term Care and Aging Area Plan. The Area Plan includes the following services:

                     Title XIX Medicaid for Medicaid Case Management and Nursing Services
2.
                     Core Services Contract Management
3.
                     Adult Day Services
4.
                     Community Living Connections/Information and Medicaid Administrative Claiming
5.
                     Washington Roads 6.                     Senior Citizens Services Act
7.
                     State Family Caregiver Program Kinship Caregiver Support Program
8.
                     Senior Farmers Market Nutrition Program
9.
                     Home Delivered Meals
10.
                     Senior Drug Education
11.
                     Agency Worker Health Insurance and Caregiver Training for Non-Medicaid Services
12.
                     State funded Care Transitions
13.
                     Program of All-Inclusive Care for the Elderly
14.
                     State Matching Funds for Federal OAA American Rescue Plan 

Due to COVID-19 pandemic impacts, disaster relief, and recovery efforts, many of the programs and requirements in this statement of work have been granted flexibilities as a result of Federal program waivers approved by Centers for Medicare and Medicaid, in management bulletins and rapid emergency response communications between the County and Aging and Long Term Care Administration (ALTSA) in early 2020. ALTSA and the County have been operating in close partnership and frequent communication under extraordinary circumstances that require frequent adaptation to meet the needs of older adults. Some requirements for the services in this contract may continue to be relaxed, suspended, or achieved by alternate methods during the COVID-19 emergency and recovery period.  Communications issued via email may be used to document flexibilities and do not require a contract amendment.  

SCC 2.10.010(28) authorizes the Executive to “approve grant documents (including but not limited to applications, certifications, contracts, and subsequent amendments) on behalf of the county for funds contributed to the county by grants that are included in a grant work plan approved by the county council by motion in accordance with SCC 4.26.025.”  SCC 4.26.025 also authorizes approval in amounts up to $50,000 greater than the amount stated in the approved grant work plan.   

Motion 21-362 approved the 2022 Human Services Department Grant Work Plan. However, the grant amount exceeds the approved grant work plan by more than $50,000 and Council approval is required.

DEPARTMENT FISCAL IMPACT NOTES:  Funds awarded under this contract will be used to support program services and program administration.  These activities are included in the 2022 County Budget appropriation and the 2023 County Budget request. TXIX AAA Requested funding requires a 1:1 match.  Match of $168,232 will be met with State SCSA grant funds included in this contract and match of $195,998 will be met with county general funds appropriated to support the Case Management Program (reference DACs 124-3045439700 and 124-3045439703).
