PURPOSE: Approve and Authorize the County Executive to Execute the Washington State Department of Commerce Grant Agreement For Stabilizing Newly Arriving Refugees from the ongoing conflict in Ukraine.
BACKGROUND: Individuals fleeing the ongoing conflict in Ukraine have already been arriving in Snohomish County since at least March of 2022. Community partners including Volunteers of America Western Washington and Refugee and Immigrant Services Northwest require funds to offer services and support as households arrive, including temporary accommodation and other basic needs, connection to employment and education opportunities, and other supports. The County is expecting to serve at least 75 individuals before July 1, 2022 using this fund source. The partners will utilize existing connections that have already served approximately 600 Afghans since 2021 and has proven efficient.
The Washington State Department of Commerce is offering a contract to Snohomish County for a total of $1,077,258, which was appropriated through ESSB 5693. Under this contract, Snohomish County and our partners would be able to support newly arrived Ukrainian refugees by providing basic needs, resettlement and rehousing assistance.
