PURPOSE: To approve Change Order #03 to authorize payment to the Contractor, Rodarte Construction, Inc for the labor, equipment, and materials to construct an asphalt overlay of those sections of Filbert Drive and Winesap Road that have been impacted by the project.

BACKGROUND: ? Snohomish County and Rodarte Construction, Inc. entered into agreement #CA0-21 on 01/28/2022 for construction of the North Creek Trail project, Phase 1. ? This Change Order #03 compensates the Contractor for added work required to construct an asphalt overlay in those areas of Filbert Drive and Winesap Road impacted by the installation of water main and storm drain improvements. ? The Alderwood Water and Wastewater District is partnering with Snohomish County to share the costs for this added work. ? The condition of the existing asphalt pavement has been negatively impacted by underground trail and utility improvements and has deteriorated during two seasons of construction. ? The upcoming 2023 - 2025 Annual Construction Programs included in the County TIP do not provide for County-funded overlay/preservation work to address the pavement condition. ? Deferring this work is expected to lead to further deterioration of the roadway and require more costly reconstruction efforts in the future. ? Overlaying the existing roadway will further provide a high-quality amenity to the community that has been impacted by this project and help ensure the regional trail improvements meet expectations. ?
