PURPOSE: Approval of Amendment No. 1 to Customer Service Contract #100076090 with Snohomish County PUD for engineering services, easement acquisition guidance, permitting, material and construction of utility poles for the 84th St NE / 163rd Ave NE Intersection Improvements project.

BACKGROUND: The 84th St NE / 163rd Ave NE Intersection Improvements project is listed as item D.67.01 in the 2022 Annual Construction Program. The County proposes the construction of a roundabout with shared use sidewalks, shoulders, and drainage facilities to improve traffic flow and safety. Public Utility District No. 1 (PUD) is the supplier of electrical service at 84th St NE and 163rd Ave NE near Granite Falls. The original PUD Customer Service Contract was signed by the Executive on 3/1/2021, and identified as PUD Work Order 100076090, authorized PUD to provide engineering services for relocation of four (4) poles outside of the County right-of way and within PUD held utility easements. As the project progressed additional easement acquisition guidance, permitting, material and construction services were need from PUD for the original four poles plus (3) three additional 12kV distribution poles. The original services were valued at $20,000. PUD estimates the cost of the additional services to be $355,000 for a total not to exceed amount of $375,000. Approval and signature of the attached Customer Service Contract and payment of the estimated $355,000 is required in advance of PUD services. Any unused funds will be returned to the County.
