PURPOSE: To obtain approval for a budget transfer from Dept. 16 Non-Departmental Grant Control to the Recovery Navigator Program which is part of the Law Enforcement Assisted Diversion (LEAD) Program.
BACKGROUND: The North Sound Behavioral Health Administrative Services Organization (BH-ASO) awarded a $512,455 grant to the Prosecuting Attorney in March 2022, to implement a Recovery Navigator Program (RNP) in Snohomish County (please see ECAF 2022-0367). The RNP is designed to provide community-based outreach, intake, assessment, and connection to services to youth and adults with substance use disorder (SUD), including persons with co-occurring substance use disorders and mental health conditions. This pass-through grant will be used to expand the County's LEAD Program which the Council approved in June 2020 (Motion 20-212). Given the timing of the RNP grant award, this grant was not included in the Prosecuting Attorney's 2022 budget and 2022 Grant Work Plan. Therefore, the Prosecuting Attorney is requesting a budget transfer from Dept. 16 Non-Departmental Grant Control to its Fund 130 Program 531, the LEAD Program. The Finance Department is creating revenue and expenditure DACs for this new grant which are expected to be finalized shortly. There is no fiscal impact and no impact on General Fund appropriations. The ECAF is marked "urgent" because the grantor is eager to start the program and hire staff as soon as possible.
