PURPOSE: County Council approval of 2022 Dispute Resolution Center Contract and authorization for County Executive to enter into contract. County Executive signature on the two attached originals of the 2022 Dispute Resolution Center contract.
BACKGROUND: The attached motion requests approval of a contract between the County and Volunteers of America Western Washington (VOA) to operate a dispute resolution center to provide mediation services to residents of Snohomish County for 2022. Approval of the contract by the County Council is necessary before the County Executive may execute the contract.
Pursuant to SCC 2.550, funds for this contract are generated from a surcharge on filing fees for civil actions and small claims in district court to be used solely for a dispute resolution center. The County Finance Department has indicated that $103,648.50 was collected in surcharges by the district courts in 2021 for the 2022 contract. The County has contracted annually with VOA to provide these services since 1988.
Also attached is a report submitted by the VOA summarizing services provided in 2021 and providing an analysis of mediation service needs in Snohomish County.
