PURPOSE: Council approval and authorize the Executive to sign the Washington State Office of Insurance Commissioner MIPPA Contract.

BACKGROUND: The County shall, through the MIPPA Contract issued by the Office of the Insurance Commissioner, build statewide and local efforts to provide outreach to eligible Medicare beneficiaries regarding their Medicare benefits. Outreach must include application assistance to individuals who may be eligible for the Low-Income Subsidy (LIS) or the Medicare Savings Program (MSP). Both of these provisions are aimed to prevent disease and promote wellness for eligible participants and expanding the reach of Medicare to individuals within marginalized communities, including minority communities and Native American populations. The County shall comply with all applicable state and federal statute and rules, including but not limited to the United States Code, the Code of Federal Regulations, the Revised Code of Washington, the Washington Administrative Code, and all DSHS/ALTSA policy manuals and management bulletins. Grantor status has been switched from the Department of Social and Health Services (DSHS) to Office of the Insurance Commissioner (OIC), and funding shall be granted from the OIC for 2022.

SCC 2.10.010(28) authorizes the Executive to "approve grant documents (including but not limited to applications, certifications, contracts, and subsequent amendments) on behalf of the county for funds contributed to the county by grants that are included in a grant work plan approved by the county council by motion in accordance with SCC 4.26.025."
