PURPOSE: The purpose of this ECAF is to request approval and authorization for Amendment 6 to the Turnkey Public Access Phone Services, to clarify language approved in Amendment 5.
BACKGROUND: In 2004, Bid 74-04 was awarded to GTL, formerly A.T. &T., for a turnkey public access phone system. GTL has provided a reliable phone operating system that includes some of the latest technological features and functions. The agreement was previously amended in 2014, 2016, 2018, and 2021. Amendment 5 executed in 2021 including commission terms that conflicted with language in Amendment 2, so specific changes in language is needed to clarify commission rates. This Amendment 6 provides the necessary clarification. Expedited handling is requested in order for the County to receipt 2021 revenue that is due and payable with this contract amendment to correct Amendment 5.
