PURPOSE: Approve Interlocal Agreement with the Port of Everett to provide funding for boat launch dredging activities

BACKGROUND: The 10^th St. Boat Launch was acquired collectively by the Port of Everett, the City of Everett and Snohomish County in 1972 to provide recreation facilities.  Since that time the owners have worked together on a number of projects that have been formalized through Interlocal Agreements and occasionally by Memorandums of Understanding. The current Interlocal Agreement is to provide funding from the County to the Port to support dredging activities for the boat launch in the amount of $500,000.  The City is not a party to this agreement as it was determined that they did not have resources to contribute to the project.  This ILA additionally includes a provision to allow dredge materials to be provided from the Port to the Kayak Point day-use project, which will require a significant amount of fill, although it is not currently believed that this provision will be exercised.
