EXECUTIVE RECOMMENDATION:  APPROVE-Ken Klein 12/14/21

 

PURPOSE: Approval of 2019-2022 On-Call Supplements to increase the Total Amount Authorized for the Solid Waste Discipline.  In its entirety, the 2019-2022 On-Call Consultant Services Program will allow the Department Public Works, DCNR and other County Departments to utilize consultants on an on-call as-needed basis on emergency projects, critical projects, and for elements of projects where the required expertise is not available. 

 

BACKGROUND: Approval of the attached Amendments will allow the Department Public Works to continue the use of consultants for various solid waste related services on an on-call basis when appropriate, or in the case of an emergency, through 2023, with no new project starting after 12/31/22. The On-Call Consultants will continue to be used as need arises. Solid Waste has several technical projects slated for 2022 and 2023 that will require increased consultant design work and expertise.    Required specialization includes SCADA standardization, facility planning, design and repair and tipping floor resurfacing and engineering which can be done through the Solid Waste On-Call program.   This increase is necessary to compensate for an additional year of services, and to keep pace with current use.  Solid Waste is requesting an additional $1,500,000.
