PURPOSE: Approval of Agreement CCF03-21 will allow Snohomish County Public Works to utilize Otak, Inc. to provide Design Services necessary to complete the Alderwood Mall Parkway: SR 525 to 168th ST SW project.

BACKGROUND: The Department of Public Works (PW) intends to improve traffic flow and capacity on Alderwood Mall Parkway by widening to a five-lane roadway between the northbound ramps of State Route 525 and the 16800 block of Alderwood Mall Parkway. The project will construct new travel lanes, a center turn lane, bike lanes, and sidewalk, as well as, modifying the intersection of SR 525 northbound ramps and Alderwood Mall Parkway. The existing culverts for Box Spring Creek and two unnamed streams will be upgraded to fish passable culverts. Construction is currently scheduled to begin in spring 2024 and end in summer of 2025 The Engineering Services division of PW does not have the capacity to add this project to its current workload. Through a Request for Qualifications (RFQ) PW has solicited the services of a consultant to assist the County with this project. Otak, Inc. was one of two consulting firms responding to RFQ-006-21DW and was selected through established Federal, State and County policies and practices. Otak, Inc. will provide the services necessary to complete 100% design documents including engineering analysis, environmental documentation for three fish-passage culvert replacements, roadway storm drainage collection and conveyance, storm drainage detention, storm drainage water quality and LID facilities, and traffic signal improvements.
