PURPOSE: To authorize the Executive to execute Construction Change Order No. 2 for the Meadowdale Beach Park and Estuary Restoration Project

BACKGROUND: Strider Construction was awarded Bid No. 002-21SB for the Meadowdale Beach Park and Estuary Restoration Project by Snohomish County Council on March 31, 2021 (Bid Award Recommendation). A Limited Notice To Proceed was issued on May 13, 2021 in advance of receiving the executed Underpass Agreement with Burlington Northern Santa Fe (BNSF) in effort to procure materials and perform administrative activities in effort to advance the work on a project with permit and BNSF timeline restrictions. Full Notice to Proceed followed receipt of the executed Underpass Agreement on June 15, 2021.Construction Change Order No. 1 in the amount of $125,752.06 and an increase of five (5) additional calendar days was executed by the Department of Conservation and Natural Resources Director per Executive Order 21-3 (2.A.7) on September 15, 2021. Change Order No. 1 included work described on Change Order Proposals 002, 003, 004, 007 and Construction Change Directive 005. The additional work included additional spiralnails within one contract reinforcement area (road reinforcement), abandonment of a septic tank, procurement of large woody debris due to a deficiency on site, and additional tree removal to facilitate the project. Change Order No. 2 includes work identified on Change Order Proposal 001C which includes adding a fourth spiral nail area along the access road, decreasing the spiralnail length in one of the contract reinforcement areas and installing steel plates at two locations to protect adjacent slopes.
