PURPOSE: Council Approval of Emergency Ordinance for a Supplemental Appropriation Human Services Fund 124 American Rescue Plan Act Rental and Utility Assistance Funds

 

BACKGROUND: On September 3, 2021 Human Services received notification that the County was awarded a grant for Treasury Rent Assistance Program (T-RAP II) funding from Washington State Department of Commerce in the amount of $33,131,010. This is in addition to the T-RAP I funds we received through the Department of Commerce in the amount of $33,065,517. 

There are over five thousand households waiting for emergency rental assistance and an emergency appropriation is needed to provide rental assistance and prevent household from being evicted.  

These grant funds are federal funds through the American Rescue Plan Act of 2021. Pub. L. No.117-2 (March 11, 2021),  and are intended to prevent evictions by providing payments for rental and utility assistance to households who have experienced financial hardship due to the COVID-19 outbreak and are at risk of experiencing homelessness or housing instability. There is a set-a-side for disadvantaged populations. 

This award was not anticipated when the original 2021 budget was developed; thus, appropriation authority in the amount of $33,131,010 is needed. It is anticipated that the County will retain $40,000 for administration costs and the remaining $33,091,010 will be subcontracted to a local nonprofit(s) to provide eligible activities to the target population.

DEPARTMENT FISCAL IMPACT NOTES:  There is no impact to the County General Revenue as a result of this action. It is anticipated that the County will use $40,000 of these federal funds to administer the grant and the balance will be passed through to the subrecipients. There is also no match required under this grant.
