PURPOSE: Authorize the County Executive to sign an Interlocal agreement with Community Transit concerning the coordination of Community Transit's construction of a new East-West bus rapid transit swift line.

BACKGROUND: Community Transit (CT) is proposing a new Swift Bus Rapid Transit (BRT) line, which they have designated the Orange Line, that will connect Edmonds College to the future Lynnwood City Center Station and further east to the Park & Ride facility at McCollum Park, as shown in ILA Exhibit A. The implementation of the Orange Line will require CT to construct and install certain improvements within the County's rights-of-way (the Project) as identified in ILA Exhibit B. The County's adopted 2021 Annual Construction Program (ACP) includes ACP# A.21.01, High Capacity Transit Corridor Studies, concerning coordination with CT on the Swift Orange Line project. The purpose and intent of the Agreement is to facilitate the coordination between the County and CT concerning CT's construction of the Project, the ownership and transfer of assets, and the long-term maintenance of each party's assets. The Agreement also establishes Federal Transit Administration (FTA) continuing control requirements for Project improvements. Project construction is anticipated to start in the summer of 2021 and be completed in 2024. The Project is in Council Districts 3 and 4.
