ITEM TITLE:
Title
Motion 21-331, authorizing the Snohomish County Executive to execute Amendment No. 1 with Arora Engineers, Inc. for integrated data management systems solutions at the Snohomish County Airport
body
DEPARTMENT: Airport

ORIGINATOR: Nickolis A. Landgraff

EXECUTIVE RECOMMENDATION: Approved-Kendee Yamaguchi 09/14/21

PURPOSE: To amend and extend a professional services contract under RFP 39-19SR for Integrated Data Management System Solutions with Arora Engineers, Inc.

BACKGROUND: .
> The Airport has completed Phase I & II of the original RFP 39-19SR contract signed with Arora Engineers, Inc. (Arora). Phase I & II was a discovery phase to assess the requirements and needs of all Airport staff. This involved interviews and workshops held with each division to discover the best software for Airport and how to proceed. Phase III is for implementation of Arora's recommendation.
> Phase I & II recommended the Airport implement a new Aeronautical & Nonaeronautical Geographic Information System ("GIS") to assist engineering in organization and accountability of County assets. Amendment No. 1 will address the implementation of a new GIS platform as well as create data standards for the Airport going forward.
> Arora has extensive experience in aviation integrated data management systems with airports and government entities and is the perfect candidate to continue its work at the Airport.
> Due to delays from COVID-19, Amendment No. 1 extends the contract until December 31, 2023 as well as increases expenses up to $462,000. These services will be administered over approximately two years and the Airport has budgeted sufficient funds to cover this important project.
> This is a continuous improvement project through innovation the Airport is working on to improve and make operations more efficient.
