PURPOSE: Approval of Amendment No. 1 to Agreement CC06-18 will allow Snohomish County Public Works to continue to utilize Applied Research Associates, LLC to provide pavement condition surveys on Snohomish County roadways.

BACKGROUND: In accordance with Washington Administrative Code (WAC) 136-70, to retain eligibility for County Arterial Preservation Program (CAPP) funds, Public Works (PW) utilizes a computer-based pavement management system (PMS) to guide the pavement preservation and rehabilitation activities on all county paved roads. The PMS database provides the inventory and condition rating data for all county maintained paved roads. All county paved arterials are surveyed biennially for visual pavement distress in accordance with WAC 136-70-040. PW selected Dynatest North America, Inc. (acquired by Applied Research Associates, LLC in February 2020) using established Federal, State and County policies and practices to assist with this project. The initial agreement in the amount of $355,085.00 was approved by Council in April of 2018. Since the execution of the original agreement PW has started the process of exploring the use of Cartegraph as a pavement management system. This amendment for additional but related services will allow Applied Research Associates to convert the previously acquired data to a format compatible with Cartegraph and will upgrade our data collection process form a windshield survey approach to the more effective Laser Crack Measurement System.
