EXECUTIVE RECOMMENDATION:  Approve

 

PURPOSE: To approve FAA ATCT Lease Amendment No. 2 and Transfer Agreement at the Snohomish County Airport.

 

BACKGROUND: .

Q                     The United States, by and through the Department of Transportation, Federal Aviation Administration (FAA), and Snohomish County have a lease agreement for the ATCT.  The ATCT legal description needs to be amended to address security concerns associated with Airport improvements, including the passenger terminal, public parking areas, AOA fence line changes at the Snohomish County Airport at Paine Field, and adding an additional licensed area for FAA parking just outside of the ATCT plot to the NW side as indicated in Exhibit 8B.

Q                     The FAA will transfer a portion of the ATCT perimeter fence line to the Airport to become a part of the AOA boundary line, which the Airport will own and maintain. The FAA will continue to own and maintain the pedestrian gates, vehicle access gates, and access control, which will be documented by the attached Transfer Agreement.

Q                     An easement provision in Amendment No. 1 for aircraft access and subsurface utilities across the southeast twenty-five (25) feet of the leased area is no longer required by the Airport.

Q                     There is no financial impact for the modification of this lease; however, FAA shall be transferring ownership of approximately 600ft of perimeter fencing around the Paine Field, Air Traffic Control Tower at 3310 100th St SW Everett, WA 98204, to become a part of the AOA boundary line, which Snohomish County will own and the Airport will maintain.

Q                     This lease amendment and transfer of ownership is required to meet TSA and Airport Operations Division security requirements.

Q                     It is recommended that the Snohomish County Council authorizes the Snohomish County Executive to execute this lease with FAA ATCT to maintain regulator and operational requirements.
