EXECUTIVE RECOMMENDATION:

PURPOSE: Approve and authorize the Executive to sign HUD CoC Grant Agreement for renewal projects

BACKGROUND: On January 29, 2021, the U.S. Department of Housing and Urban Development (HUD) announced Fiscal Year (FY) 2020 Continuum of Care (CoC) Program awards for all eligible renewal projects through a non-competitive funding process due to the pandemic. Snohomish County, which was designated as a Unified Funding Agency (UFA) in the FY2020 funding process, was awarded twenty-five (25) renewal projects. HUD is offering the County one (1) FY2020 CoC Grant Agreement for the renewal projects. The renewal CoC Grant Agreement totals $12,090,119 for the period of July 1, 2021 through June 30, 2022. Four (4) of the projects included in the renewal CoC Grant Agreement will be operated by the County: Snohomish County Collaborative Planning, UFA, HMIS Lead, and Coordinated Entry projects, totaling $1,014,767. The County will provide $253,692 to meet the match requirement for these projects. The remaining renewal grant funds will be subcontracted with nonprofit agencies that will operate twenty-one (21) projects, which include permanent supportive housing, rapid rehousing, joint transitional housing-rapid rehousing, and supportive services. Details on the twenty-five (25) projects in the renewal CoC Grant Agreement are included on the ECAF Supplemental Project List. This agreement was included in the 2021 Human Services Department Grant Work Plan (GWP) approved via Motion 20-411.
